James McCulley has been involved in New York government and politics for over 25 years. After a ten year career in the New York State Legislature, including serving as Director of Legislation for Assistant Majority Leader Senator Nicholas Spano and as an analyst for the powerful Assembly Ways and Means Committee, McCulley joined one of Albany's largest lobbying firms before starting his own successful firm in 2001.

Kelly MacMillan-Akram has worked in Democratic politics and government forover twenty years. She joined Capitol Public Strategies after a seventeen-year career in the New York State Legislature serving as Chief of Staff to Assemblyman Richard Brodsky of Westchester County, Chairman of the NYS Assembly Committee on Corporations, Authorities, and Commissions and formerChairman of the Committee on Environmental Conservation.

David M. Catalfamo is a 20 year veteran of New York State government with extensive experience working in both the legislative and executive branches.

Catalfamo joined Capitol Public Strategies after most recently serving as Director of Communications for former New York Governor George Pataki.

As Director of Communications, he was a senior advisor to the Governor on strategy, public policy, budgetary and political matters. He oversaw the State's crisis communications managing the response to numerous natural disasters, periods of elevated homeland security and the New York City transit strike.

Rachel McEneny co-leads our federal government affairs and strategic communications practices. Prior to joining Capitol Public Strategies, Ms. McEneny served as Senior Advisor to United States Senator Kirsten Gillibrand, a position she held since March 2009.  As Senior Advisor, Ms. McEneny counseled the Senator and other senior staff on a wide range of matters including legislation and public policy, media and public relations, political events and the hiring of key staff members.  She also negotiated and placed a series of nationally significant personal profiles of the Senator in Vogue, Elle, Glamour, Forbes Woman and New York Magazine, among others.
